Wastewater Senior Construction Coordinator/Superintendent (Owner's Rep) Department: Industrial Wastewater/ Project Management Location: Boise, Idaho Duration: 1-year Contract-to-Hire Work Model: On-site Number of Openings: 1 *Per diem included! Job description We are seeking an experienced Wastewater Senior Construction Coordinator/Superintendent to serve as Owner's Representative for industrial wastewater treatment and process water systems supporting semiconductor fabrication facilities in Boise, Idaho. This specialized role requires comprehensive expertise in industrial wastewater treatment design, construction, and operation with specific focus on semiconductor manufacturing effluent streams. The Senior CC/Super will oversee the construction, modification, and expansion of complex wastewater treatment systems that process chemical waste, acid/caustic neutralization, metals precipitation, and process water recovery critical to environmentally compliant semiconductor operations. Primary Responsibilities As the Wastewater Senior Construction Coordinator/Superintendent, you will serve as our technical authority and field leader for all wastewater infrastructure construction projects. You will manage the complete lifecycle of wastewater system installations from design review through commissioning, startup, and operational handover, ensuring compliance with EPA regulations, state discharge permits, and Micron's environmental standards. Oversee construction of wastewater treatment facilities including chemical treatment systems, pH adjustment systems, heavy metals precipitation and clarification, fluoride treatment, oil/water separation, biological treatment processes, sludge handling and dewatering systems, and process water recovery/recycling systems. Direct installation of associated infrastructure including collection piping networks, lift stations, equalization basins, treated water storage, and discharge monitoring systems. Lead contractor coordination and field supervision for general contractors, specialty process equipment suppliers, piping contractors, instrumentation vendors, and equipment manufacturers. Conduct daily site inspections to verify installation quality, adherence to specifications, and compliance with safety protocols. Review and approve contractor work plans, ensuring proper sequencing to maintain operational wastewater treatment capacity during brownfield construction and system tie-ins. Manage technical submittals including equipment shop drawings, process piping isometrics, P&IDs (Piping and Instrumentation Diagrams), control system architecture, analyzer specifications, and chemical feed system designs. Ensure all submittals meet our wastewater treatment standards and permit requirements. Coordinate design reviews with internal stakeholders including Environmental Health & Safety (EHS), Facilities Engineering, Manufacturing, and Utilities Operations teams. Process Systems Expertise Direct the installation and commissioning of specialized wastewater treatment equipment including: Acid/caustic neutralization systems with multi-stage pH control Metals precipitation and flocculation systems for copper, lead, arsenic, and other semiconductor process metals Fluoride treatment systems using calcium precipitation or ion exchange Organic destruction systems including UV oxidation or ozonation Membrane filtration systems (ultrafiltration, reverse osmosis) for water recovery Activated sludge or fixed-film biological treatment systems Advanced oxidation processes for recalcitrant organics Continuous monitoring and analyzer systems for discharge compliance Oversee installation of complex piping systems including segregated waste streams (acid waste, caustic waste, solvent waste, general wastewater), CPVC, HDPE, and FRP piping systems, corrosion-resistant materials, double-wall containment piping, and sampling and monitoring points throughout treatment train. Commissioning and Startup Leadership Develop and execute comprehensive commissioning plans for wastewater treatment systems including pre-functional checklists, integrated systems testing, process performance verification, and permit compliance demonstration. Lead startup activities including chemical feed calibration, flow balancing, control loop tuning, analyzer calibration, and treated effluent quality verification. Coordinate with regulatory agencies including EPA, Idaho Department of Environmental Quality, and local sewer authorities during system commissioning and permit compliance testing. Manage preparation of startup reports, performance test documentation, and as-built record drawings. Direct training programs for Micron utilities operators on new wastewater treatment systems including process operations, upset condition response, maintenance protocols, and regulatory compliance requirements. Ensure smooth transition from construction to operations with comprehensive O&M documentation. Regulatory Compliance and Permitting Ensure all wastewater construction activities comply with NPDES (National Pollutant Discharge Elimination System) permits, pretreatment standards, stormwater pollution prevention plans, and air quality permits for wastewater treatment facilities. Coordinate permit modifications required for capacity expansions or process changes. Maintain awareness of semiconductor-specific discharge parameters including total toxic organics (TTO), priority pollutant metals, fluoride, ammonia, BOD/COD, TSS, and pH. Ensure treatment systems are designed and constructed to achieve consistent regulatory compliance with adequate margin. Interface with environmental compliance teams regarding waste minimization initiatives, pollution prevention programs, and sustainable water management strategies. Support Micron's environmental stewardship goals through efficient water reuse and waste reduction. Required Qualifications Bachelor's degree in Civil Engineering, Environmental Engineering, Chemical Engineering, or related field Minimum 7-10 years of experience in industrial wastewater treatment with at least 7 years in construction management/superintendent roles Extensive knowledge of semiconductor wastewater treatment processes and discharge requirements Grade IV Wastewater Treatment Operator certification (or ability to obtain within 12 months) Proven experience managing construction of complex wastewater treatment facilities ($20M projects) Expert understanding of industrial wastewater treatment unit operations: neutralization, precipitation, clarification, filtration, biological treatment, disinfection Strong knowledge of wastewater instrumentation and control systems including SCADA, PLCs, and online analyzers Experience with EPA and state environmental regulations, NPDES permitting, and pretreatment standards Proficiency reading complex P&IDs, process flow diagrams, and mechanical/piping drawings Demonstrated ability to manage multiple contractors and coordinate with operational facilities Preferred Qualifications Professional Engineering (PE) license in Civil or Environmental Engineering Master's degree in Environmental Engineering or related field Previous experience in semiconductor, pharmaceutical, or other high-tech manufacturing wastewater systems Familiarity with Micron's wastewater treatment standards and environmental programs Experience with water reuse and zero liquid discharge (ZLD) systems Knowledge of membrane treatment technologies (UF, RO, MBR) Background in hazardous waste management and RCRA compliance Experience with design-build or EPC project delivery for industrial treatment facilities Certification in construction safety (OSHA 30-hour, CSP) and confined space entry Understanding of process hazard analysis (PHA) and risk assessment for chemical systems Technical Competencies Wastewater treatment process design principles and optimization Chemical feed system sizing, control strategies, and safety protocols Hydraulic analysis of collection systems and treatment facilities Solids handling including thickening, dewatering, and disposal Air emissions control from wastewater treatment operations Energy efficiency and sustainability in wastewater management Troubleshooting treatment process upsets and non-compliance events Life cycle cost analysis for treatment technology selection Operator interface design for safe and efficient system operation Project Management Responsibilities Manage wastewater project budgets typically ranging from $10M to $100M, tracking costs, approving invoices, managing change orders, and forecasting expenditures. Maintain project schedules coordinating wastewater infrastructure with overall fabrication construction timelines and production requirements. Prepare regular progress reports for leadership including construction status, milestone tracking, budget performance, quality issues, safety metrics, and risk assessments. Present technical recommendations for scope changes, value engineering opportunities, and schedule optimization. Manage procurement of long-lead equipment including clarifiers, filters, membrane systems, chemical storage tanks, blowers, pumps, and instrumentation. Coordinate equipment delivery schedules with construction activities and facility readiness.
