HEAVY EQUIPMENT OPERATOR Ft. Lauderdale Field Station 4482BR Job Description This position will report to the Ft. Lauderdale Field Station and will be required to operate multi-excavation earthmoving equipment to preserve and maintain ditches, canals, and levee systems. Such equipment includes: dragline, excavator, backhoe, grader, dozer, front-end loader, dump truck, and knuckle boom. Specializes in installing, removing, and repairing District infrastructure, including weirs, culverts, water control structures, boat ramps, locks, and bridges on District waterways, canals, and levees. Experienced (or will train) to operate specialized aquatic plant harvesters such as towboats to cut and/or remove submerged, emergent, and free-floating noxious plants/ vegetation from canals that impede navigation and flow and degrade water quality. Inspect equipment for safety issues daily and the condition of the work site before setting up equipment. Ensures adherence to safe work practices and procedures. Reads and understands signs, signals, load charts, grade stakes, excavation plans, load charts for dredging operations, operating manuals, and service procedures. Loads, hauls, and dumps materials operating a 15–25-yard dump truck, or trailer, and transports equipment and machinery on a semi-trailer to and from the job site and its loading or off-loading. Measures and verifies levels of rock or gravel, bases, and other excavated material. Monitors gauges, dials, or other indicators to make sure equipment is working properly. Operates, inspects, cleans, and performs routine mechanical maintenance on assigned equipment. Moves materials over short distances, such as around a construction site, canal banks, or warehouse. Observe hand signals, grade stakes, and other markings when operating machines so that work can be performed to specifications. Become familiar with digging plans, machine capabilities and limitations, and efficient and safe digging procedures in a given application. Uses relevant information and individual judgment to determine whether events or processes comply with regulations or standards. May require some dragline operation. Remove cut plants from the water and store them on the machine until they can be off-loaded and disposed of properly. Removes vegetation jams and fallen trees that block navigation, access, and water flow. When necessary, enter water to remove snags, debris, etc. Assists with field surveys to determine the need for and location of aquatic plant control operations. This position is subject to random mandatory drug and alcohol testing. This position may be required to perform general welding, fabricating, and modifying of materials and equipment. Other Duties as Assigned. Ft. Lauderdale Field Station works Monday - Thursday from 6:00am - 4:30pm. Employment Guidelines ( May be filled at the lower position of Field Operations Worker) Heavy Equipment Operator - High School Diploma or GED. 2 years' experience operating and transporting multiple pieces of heavy equipment including: excavation and earthmoving equipment, aquatic harvesters, large farm tractors, dump trucks with knuckle boom, and lower unit draglines. The hiring range for this position is $48,609.60 to $57,241.60 (based on education and years of relevant work experience). An equivalent combination of relevant education and experience may be substituted as appropriate. Licenses Valid State of Florida Class A Commercial Driver's License (CDL) with tanker endorsement, without restriction to operate a vehicle equipped with a manual transmission and air brakes. If the selected candidate does not currently possess a CDL, the District will provide 60 days from the date of hire to obtain a CDL Learner’s Permit and 6 months to obtain a CDL. District is willing to pay the cost of CDL training program. Ability to obtain and maintain certification in Forklift Operations (re-evaluation every year), First Aid and CPR/ AED (recertification every two years). This position is required to participate in the Pumping Operations Program as either a Pump Station Assistant (PSA) or a Pump Station Operator (PSO). (Required) Field Operations Worker - Entry level position as an apprentice/support position, tasked with performing various light to heavy manual labor tasks in support of pump station maintenance and pumping operations. Physical stamina and strength are important requirements, necessary to perform required activities. Learn and apply pre-operational inspection and safe operating procedures. Acquire thorough understanding of equipment and tools operated and the capabilities and principles behind their operation, concept of the equipment dimensions and weight distribution. Learn and apply operating procedures for grounds maintenance, cutting trees and heavy vegetation. Basic mathematics - add, subtract, multiply, divide, and to measure in feet and inches, perform minor calculations as related to work area, and complete forms. Learns and assists in maintenance of canals, levees, structures, grounds, and buildings utilizing and operating various equipment applicable to program area. Learns and assists work efforts by operating various light to heavy equipment. Education: High school diploma or GED. 0- 2 years of experience in equipment operation, or manual and skilled labor work. The hiring range for this position is $47,257.60 to $51,937.60 (based on education and years of relevant work experience). (Training or funding for required training to be provided by SFWMD). (Required) This position may be required to participate in the Pumping Operations Program as either a Pump Station Assistant (PSA) or a Pump Station Operator (PSO) (Required) Physical Requirements Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role. Extensive Exertion plus travel: Regularly sets up, adjusts, controls, tests, and operates equipment to complete assignments. Work environment may be hot and humid with no facilities. Moves or otherwise transports equipment weighing up to 50 pounds or more. This position normally involves daily travel from the employee’s assigned station to work sites located within the District’s jurisdiction. Some assignments require travel to remote locations and may require travel throughout the state of Florida. At times, overnight travel may be required. Travel expenses will be paid by the District based on approved lodging and meal reimbursement rates. Other physical aspects of the position include: Basic water skills and ability to swim, noise exposure, and upper body vibration.
