Position Title : Proposal Director Location : Tysons Corner, VA (Hybrid) Duration : Full-time Responsibilities Lead a team executing corporate processes for proposal management, including planning, writing, graphics, editing, production, and quality assurance, in collaboration with operating divisions and business development staff. Manage complex proposals across all volumes through the award. Lead non-traditional proposal efforts across all volumes and submission types (such as video submissions, orals, technical challenges), including coaching participants and optimizing scoring strategies. Manage large IDIQ and GWAC proposals with complex compliance and self-scoring requirements. Participate in bid/no-bid decisions to provide proposal insights. Ensure proposal responsiveness, completeness, compliance, and quality, aligning with RFP requirements and coordinating across stakeholders. Author or tailor non-technical response sections as appropriate. Monitor and achieve departmental KPIs such as bid and win rates. Maintain corporate libraries and content of capabilities, offerings, and outcomes. Ensure proposal resources are properly trained and managed. Participate in reviews to integrate win themes and ensure narrative cohesion. Serve as an escalation point for decisions, issues, and risks to uphold quality and deadlines. Continuously improve proposal management processes, standards, tools, and execution. Oversee creation and distribution of proposal documentation (e.g., compliance matrices, style guides, outlines, schedules). Coordinate with other departments (HR, recruiting, contracts, and pricing) as needed. Qualifications Experience Minimum of 10 years managing technical proposals for U.S. Federal agencies, demonstrating increasing responsibilities and complexity of proposals managed. At least 7 years of direct managerial experience leading high-performing proposal teams. Proven experience with major proposals and rapid responses for large IDIQs and GWACs. Proven experience with single-award proposal responses in excess of 100M. Experience in modern proposal automation tools and willingness to learn new tools, including AI, were advantageous. Experience in program delivery, technical delivery, or program/project management is desirable. Skills Advanced proficiency in Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and SharePoint. Deep understanding of federal contracting and procurement, including FAR and RFP compliance. Strong collaboration skills in matrixed environments. Ability to influence and lead across all organizational levels with confidence and professionalism. Education Bachelor's degree or higher in a relevant business, technical, or professional field, or equivalent professional experience.
