Manager, Clinical Site Budgets

Fate Therapeutics is seeking an experienced Manager of Clinical Site Budgets to independently manage the full lifecycle of clinical contracting and site budgeting. This role requires strong financial acumen and hands-on expertise with Master Service Agreements (MSAs), Clinical Trial Agreements (CTAs) Statements of Work (SOWs), and related clinical agreements. Working in close partnership with Clinical Operations, Clinical Development, Legal, Procurement, and Finance, this role ensures that budgets and contracts are aligned with protocol requirements, study timelines, and financial objectives. The ideal candidate is a detail-oriented, analytically driven professional who brings sound commercial judgment, proactively assesses risk, challenges assumptions, and ensures agreements are commercially viable, legally compliant, and operationally executable. This is a full-time, exempt position located at our corporate headquarters in San Diego, CA. Responsibilities Partner with Clinical Operations, Clinical Development, Finance and external parties to develop study-specific site budget templates and negotiation parameters. Develop, review, and negotiate clinical trial site budgets in alignment with fair market value (FMV) guidelines and study specific parameters. Lead or support contract negotiations within approved financial and legal parameters. Manage the end-to-end contract lifecycle, including Clinical Trial Agreements (CTA), Master Services Agreements (MSA), Statements of Work (SOW), amendments, and change orders. Partner with Clinical Operations and Legal to develop site contracting timelines, documents, track progress and provide regular updates to study teams and internal stakeholders. Manage the site clinical trial agreement (CTA) development timeline. Partner closely with Legal on contract review, redlines, risk assessment, and resolution of contractual issues. Review and analyze budgets, payment terms, milestones, and pass-through costs to ensure accuracy and alignment between executed contracts, approved budgets, and forecasts. Monitor and track contract and budget changes that impact scope, cost, or timelines; escalate risks and issues as appropriate. Utilize internal and external benchmarking data to perform site budget analyses and support negotiation recommendations. Support study-level budgeting, forecasting, and variance management activities as needed. Qualifications BS/BA degree and a minimum of 6 years of relevant and progressive experience. 4 years of direct clinical site budget negotiation experience. Deep understanding of the drug development process and cross-functional responsibilities. Knowledgeable in the use of industry benchmarking data sets (e.g., Grantplan, Medicare, etc.). Proven track record of supporting financial processes, including budgeting/forecasting and variance management. Effective and collaborative problem-solving skills. Ability to multi-task within and across projects and prioritize and manage timelines effectively. Strong analytical and modeling skills and able to make data-driven recommendations. Strong interpersonal, communication and presentation skills to be able to engage with all levels both internally and externally. Able to apply good judgement and professional expertise in new situations. Experience in pharmaceutical/biotech industry required. Experience with oncology, auto-immune, or cell-therapy preferred. Experience with US and global site budgets preferred. Experience with complex trial designs preferred. Working conditions & physical requirements This is an onsite position at company headquarters with the expectation to work onsite during business hours, a minimum of 4 days per week. Checks all dirty utility rooms for and other areas for respiratory care equipment and returns equipment to appropriate area or CSS. 1.2. Inventories He/O2 tanks and oxygen cabinet daily and calls Service Response Center (SRC) to reorder/ pick up tanks as needed. 1.3. Gathers and distributes equipment on daily basis to all satellites to ensure an adequate supply for patient care. 1.4. Gathers dirty equipment on a daily basis, completes appropriate papaerwork, and ensures delivery to central supply for processing 1.5. Inventories storage areas using PDAD on scheduled days to maintain an adequate supply level, reporting supply needs to appropriate individual in a timely manner. 1.6. Receives and verifies amount of supplies delivered, places supplies in correct location and notifies appropriate individuals of delivery discrepancies. 1.7. Ensures supplies are stored and maintained according to regulatory standards 2. Assists therapists with transport of mechanically ventilated patients and responds to equipment requests to ensure an efficient and orderly process and assist supervisor /charge therapist with staffing requirements. 2.1. Ensures transport ventilators are set up correctly with gas supply and connectors and correct par levels of transport ventilators are maintained in each area as observed by supervisor or therapist. 2.2. Responds within five (5) minutes when called as observed by supervisor or therapist. 2.3. Responds to therapists' requests for specific equipment in a timely manner (i.e., Helium Tank, BiPAP, batteries, transport ventilator, Nitric etc.) 2.4. Completes shift management report correctly and notifies supervisor/charge therapist of requirements. 3. Cleans and sets up equipment, ventilators, and non invasive devices; maintains equipment and the respiratory care work areas to ensure efficient operations . Completes all related paperwork when appropriate. 3.1. Maintains the environment of care in department work areas on a daily basis i.e. tidies satellite, storage areas and cleans refrigerators, wipes counter tops, etc. 3.2. Removes ventilator from patients' room and cleans according to infection control standards. 3.3. Sets up clean ventilators, checks preventive maintenance sticker, and performs established safety checking, notifying supervisor of any problems. Cleans, set up and charges Crossvents. 3.4. Periodically wipes down other respiratory care equipment as evidenced by equipment cleanliness and as assigned. 3.5. Removes from service any broken equipment or ventilator needing preventive maintenance, fills out appropriate paperwork and notifies appropriate individual(s). 3.6. Maintains ventilator and equipment availability sheet and notifies supervisor/charge therapist of ventilator/equipment needs. 3.7. Ensures environment of care regulatory standards are met; corrects issues identified. 3.8. Delivers/ picks up equipment from Clinical Engineering as needed. 3.9. Ensures each work area has appropriate number and type of ventilator set up, ie pediatric vs. adult; oscillators; cross-vents. 4. To provide and support continuity of patient care, and clinical operational support under the direction and supervision of a Licensed Respiratory Care Practitioner. 4.1. Provide and support respiratory care services in accordance to departmental practice guideline(s) and at the direction/supervision of a licensed respiratory care practitioner. 4.2. Provide and support clinical & patient care under the scope of respiratory care in accordance and verification of departmental competency validation based on the Respiratory Therapy Clinical Educator & Department Coordinator, and Respiratory Therapy Supervisor. 4.3. Demonstrate competency and clinical acumen of respiratory care theories, concepts, and best practice in accordance to departmental policies, protocols, and standard operating procedures; as established by the organization. 4.4. Demonstrate and maintain current/active required credentials such as BLS. Qualifications EDUCATION: High school graduation or equivalent experience and/or training. Requires a current and active enrollment in a CoARC approved Respiratory Care Program.
