GEOINT Systems Engineer Support - Imaging and Targeting Support (I&TS)

DCS Corp has an exciting opportunity for a position providing GEOINT Systems Engineer Support - Imaging and Targeting Support (I&TS) to the Air Force Life Cycle Management Center/PEO Intelligence, Surveillance, and Reconnaissance / Special Operation Forces (ISR/SOF) Directorate (AFLCMC/WI). This position will support the AFLCMC/WIN ISR Sensors Division. Essential Job Functions: The Candidate will provide support to Imaging and Targeting Support (I&TS) including airborne ISR engineering responsibility for performing analysis and making recommendations for the Next Generation U-2 Electro-Optical/Hyperspectral Sensor. The Candidate will assist with defining system specifications, input/output processes, parameters to meet business requirements, and hardware/software compatibility. The Candidate will assist in developing and leading technical projects. The Candidate will assist with fact-finding and research as required for the project. The Candidate will assist with designing test and evaluation requirements based on research and analysis. The Candidate will assist with establishing and recommending changes to the program which affect performance and advise the Government team and management on matters concerning hardware, software, and future upgrades. The Candidate will assist with reviewing system interface documentation and technical specifications for AFLCMC/WIN. The Candidate will interface with all levels of management and personnel and provide acquisition technical and management expertise with a strong background in planning, organizing, and coordinating various types of programs. The Candidate will assist with executing engineering design on various systems to include requirements definition and design evaluation. The Candidate will assist with integrating technology with operational requirements to improve weapons system capability and supportability. The Candidate will assist with test planning, data analysis and technical reporting. The Candidate will apply the principles, criteria, and procedures of the DoD to include DoD 5000.01 and DoD 5000.02 as well as the policies and processes of USAF, HQ AFMC, AFLCMC Engineering Directorate, ISR & SOF Directorate and Division level to all AFLCMC/WIN engineering tasks. The Candidate will perform data gathering, data entry, and data analysis, as well as apply knowledge of the acquisition process. The Candidate will provide operationally relevant GEOINT engineering services to assist with technology development activities that identify, analyze, evaluate, test, and implement new capabilities for potential incorporation into the intelligence collection architecture. The Candidate will assist with integrating preplanned improvements or follow-on capabilities to candidate sensors for existing or emerging platforms and sensor data with current exploitation elements as required to execute the T&E mission, to include but not limited to the following activities: I&TS, Reduction of Data Using Compression Enhancements (RDUCE), Synthetic Aperture Radar (SAR), as well as other emerging next generation imaging sensor development programs managed by AFLCMC/WIN such as those under the High Altitude Long Range GEOINT Capabilities (HALRGC) study, Laser Radar/Light Detection and Ranging (LADAR/LIDAR) study, and Hyperspectral Imaging, and EO/IR sensor designs. Engineering services will be provided with commensurate expertise in GEOINT technology areas, DoD acquisition, and system engineering processes. The Candidate will assist in translating DoD user requirements into system requirements which will be used by the weapon system contractor to design, develop, fabricate, test, and evaluate systems, subsystems, and equipment for deployment. The Candidate will assist in performing technical/mission analyses of operational requirements, assist in developing system concepts, and perform technological/trade-off study assessments of proposed designs. The Candidate will assist in reviewing the overall system design baseline (architecture and interoperability requirements). The Candidate will assist in the areas of integrated subsystem controls, environmental control, thermal management, auxiliary and emergency power, mechanical systems, and fire/overheat protection systems. The Candidate will assist with processes for drafting project documentation, including SOOs and SOWs, program plans, schedules, and presentations. The Candidate will assist in drafting documentation required by regulations and statues, to include but not limited to the SEP and LCSP. The Candidate will assist with reviewing documents and data and providing comments. The Candidate will assist test teams in the development of test requirements and reviewing test plans. The Candidate will assist in reviewing and analyzing technical proposals or modifications for cost, design feasibility and system compatibility. The Candidate will assist in reviewing specifications, including system, system segment, and equipment specifications, and ICDs submitted by the weapon system contractor or other DoD agencies involved in the program. The Candidate will assist in supporting and conducting engineering performance, effectiveness, cost effectiveness, cost performance, life-cycle cost, producibility, maintainability, supportability, reliability, technical/schedule risk assessment, and scheduling trade-off studies. The Candidate will assist in the support and conduct of systems analyses to include system design/design feasibility and state-of-the-art assessment. The Candidate will assist in supporting the evaluation of IMP, IMS, and SEDS engineering cost estimates. The Candidate will assist in the evaluation of systems test plans (such as systems test plans/test and evaluation master plans) and participate in the conduct of system, subsystem, and component testing. The Candidate will provide systems/subsystems integration support for the acquisition, development, and verification of systems and equipment. The Candidate will assist in the development of integration plans, interface management and control plans, and integration test plans. The Candidate will assist in conducting analyses and trade studies to define interface requirements, establishing cost effective interface design solutions, and resolving interface problems. This support will include assisting in the review of ICDs, participation on appropriate ICWG activities, tracking status of ICD development and problem resolution. The Candidate will assist in review of integration test plans, procedures, and data. The Candidate will assist in special studies to define alternative interface/integration approaches. The Candidate will assist in DoD and Air Force system-of-systems acquisition engineering processes. The Candidate will assist in sensor development and integration on manned or unmanned air vehicles. The Candidate will assist in areas such as integrated subsystem controls, avionics, communications/data link integration, and electrical power integration. The Candidate will assist in producing architectures which assess the user needs, document the planned and existing systems intended to meet the needs, determine deficiencies, develop alternative solutions, and recommend a solution to meet the deficiencies. The Candidate will assist in developing a plan to implement the chosen solution. These architectures could cover a command's need, such as, GEOINT systems for an advanced aircraft, system architecture need for a multi-user GEOINT systems or GEOINT mission sub-area architectures for strategic, tactical, and support communication systems. The Candidate will assist in engineering support including defining GEOINT system and subsystem requirements, system analysis, integration, test, and evaluation activities and identifying potential related projects to GEOINT programs. The Candidate will assist in the technical and management aspects of GEOINT requirements. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. A Master’s or Doctorate Degree in a related field and at least 20 years of experience, 12 years of which must be in the DoW/DoD; Bachelor’s degree and 25 years of experience in the respective technical/professional discipline being performed, 15 years of which must be in the DoW/DoD; or 30 years directly related experience, 20 years of which must be in the DoW/DoD. The candidate’s Bachelor's degree in Engineering is required to be from an ABET accredited program. An adjudicated DoD Top Secret Security clearance on the First Day of employment. This is a Principal level position. The candidate must possess expert knowledge, experience, and recognized ability to be considered an industry leader in their technical / professional field.
