About the Position Our client is seeking a driven, entrepreneurial, and operationally focused General Manager – Texas Heavy Civil Division to lead and expand its paving and heavy civil operations throughout Texas. This executive will be responsible for overseeing all aspects of the division, including business development, operations, project execution, financial performance, team leadership, and strategic growth initiatives. The successful candidate will have the unique opportunity to build upon an established foundation while helping shape the long-term direction of the Texas business. The General Manager will work closely with executive leadership to develop growth strategies, expand market share, build high-performing teams, and drive operational excellence across the division. Key Responsibilities Provide overall leadership and strategic direction for the Texas Heavy Civil/Paving Division. Drive revenue growth through business development, client relationship management, and market expansion. Oversee estimating, project management, field operations, safety, scheduling, and financial performance. Develop and execute strategic plans to increase market penetration throughout Texas. Build, mentor, and lead high-performing operational and construction teams. Establish accountability, performance metrics, and operational best practices. Identify opportunities for geographic expansion, new service offerings, and potential acquisitions. Manage divisional budgets, forecasting, profitability, and resource allocation. Foster strong relationships with customers, subcontractors, suppliers, and industry stakeholders. Ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards. Requirements Proven leadership experience within heavy civil construction, paving, infrastructure, site development, or related construction sectors. Demonstrated success managing multi-million-dollar construction operations or business units. Strong understanding of asphalt paving, concrete paving, roadway construction, sitework, or heavy civil projects. Experience leading project teams, operations personnel, estimators, and business development professionals. Strong financial acumen with experience managing P&L responsibilities. Proven ability to scale operations, drive growth, and improve profitability. Entrepreneurial mindset with a desire to build and expand a business platform. Excellent leadership, communication, negotiation, and relationship-building skills. Experience developing customer relationships and generating new business opportunities. Ability to recruit, develop, and retain top-performing talent.
