The work of this department is critical in our efforts to find compliance challenges and identify areas of risk so that we can fix them. The main functions of this department is identifying areas of compliance risk and opportunities to mitigate those risks, including through incident reporting and investigations, overseeing Electric Operations and Power Generation CAP, and validating the controls on the organization. The Controls Validation Team is responsible to support identifying external rules and regulations we need to comply with, documenting or confirming the controls we have in place to meet those rules and regulations, perform design effectiveness and operating effectiveness testing, and identify potential opportunities for improvement to assure controls are implemented and effective. This role will have a high level of visibility with PG&E leadership and will support one or many aspects of the Controls Validation Team’s scope. A strong applicant will have deep technical, regulatory, and operational expertise, and bring a structured approach to identify external regulatory requirements, benchmark internally and externally, validate process controls, and summarize findings. Reporting Relationship This position reports to the Manager, Electric Compliance Controls Validation Job Responsibilities and Expectations Develop/refine the process to identify or confirm external regulatory requirements, benchmark internally and externally, validate process controls, and summarize findings. Develop controls or metrics to assist in monitoring and evaluating the success of compliance controls. Investigate process controls of medium to high risk to PG&E, may include working with PG&Es Legal team. Prepare and present summary of findings and risk to PG&E to senior and executive leaders. Develop strategy and action plans, working with Directors and Officers. Coach stakeholders to develop appropriate corrective action plans that contain effective solutions to prevent recurrence. Review failure data and make recommendations to improve process performance, applying broad company and industry knowledge. Coaches and provides direction to less experienced team members. Works effectively in a matrixed organization, working with directors and managers across organizations to provide expert opinion and influence decisions. Effectively maneuver through complex organizational situations without disruption, routinely resolving escalations to Director-level, Vice President-level and above. May develop/refine process to determine and prioritize processes to evaluate regulatory controls. Background Qualifications Minimum BA/BS Degree or equivalent work experience Ten (10) years of progressive experience in utility operations or in other highly regulated industry Four (4) years of experience with causal evaluation methods and investigations in the utility industry Travel to other facilities for meetings and site visits about 20% to 40% of time Desired PhD or Master’s Degree or equivalent experience. Advanced experience (5-12 years) in regulatory oversight, audit readiness, and leadership. Deep understanding of California and Federal regulatory programs related to Electric Operations. The Electric Transmission & Distribution Team is responsible for ensuring the electric grid's reliability and resiliency through the ongoing maintenance and operations of PG&E's 100,000 miles of distribution lines and over 18,000 miles of Transmission lines. Position Summary The Electric Quality Construction (QC) Specialist conducts field assessments on PG&E’s electric transmission line and substation facilities. These work assessments focus on verifying the quality of: Substation work and inspections as required by GO 174. Researches, links, and refines sources of information throughout the company to support the audit process, to maintain databases of audit findings and corrective actions, and develop reports of findings, work methods, commitments, corrective actions and other related utility information. Analyzes performance, identifies trends, monitors compliance with audits and identifies issues. Designs and implements systems to collect, organize, transfer, and report data from various internal and external sources. This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory. PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. Bay Minimum: $129,000 Bay Maximum: $207,000 &/OR CA Minimum: $123,000 CA Maximum: $197,000 This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. Job Responsibilities Works independently, utilizing advanced knowledge of electric utility regulatory general orders to complete deep reviews and analysis of the maintenance and construction work, uncovers complex findings and root causes and prepare comprehensive recommendations for leadership. Performs additional audit, quality control and/or validation activities to support compliance with GO 165, 95, 128 and 174 or to support other regulatory audit requirements. Manages complex data analysis projects with limited supervision on only the most complex projects. Designs data analysis to achieve business objectives, process data, analyze data, write clear and concise data findings and tailor communications to specific audiences. Verifies very complex data extracts and list pulls ensuring data accuracy Acts as team lead and provides direction to less experienced employees. Provides new and innovative solutions and recommendations to enhance audit criteria with new data points and improved data processes May monitor and manage work activities of less experienced auditors. May lead all audit functions May manage projects or initiatives. Qualifications Minimum: High School or GED-General Educational Development-GED Diploma 7 years of relevant experience Travel Requirements 25-50% with possible overnight stays Travel to support audit activities Valid CA Driver’s License or equivalent Desired: Bachelors Degree in job-related discipline or equivalent experience Qualified Electrical Worker (QEW) Demonstrates expert knowledge in technical/professional concepts. Primary functions include guest service, handling sales transactions and upkeep of location.
