Evaluate subcontractor bids and vendor proposals to build cost-effective and risk-mitigated project budgets. Build and maintain strong relationships with public agencies, municipal partners, and trade union representatives. Required Qualifications & Experience: Minimum of 5 years of experience in heavy civil construction estimation and project analysis. Hands-on field experience working in heavy civil construction or trade discipline environments. Proven track record of estimating public, federal, or government infrastructure contracts. Extensive knowledge of union labor regulations, prevailing wage structures, and heavy civil construction techniques.
