This role involves the integration of cost and schedule management functions, development of project controls procedures, and quality oversight of all deliverables. The PCC will be assigned to high-value, multi-year, and complex projects exceeding million annually. Key Responsibilities: Lead development and maintenance of cost control deliverables in compliance with company standards. Establish and manage Work Breakdown Structures (WBS) to support effective execution, tracking, and reporting. Collect and evaluate inputs for cost estimates, establish control budgets, and monitor actuals vs. commitments. Prepare and present accurate, timely reports and analysis, including: Cost Reports & Variance Analysis Cash Flow Reports Schedule Variance & Earned Value Analysis Contingency Logs and Change Management Monthly Project Status Reports Work closely with project schedulers and field controls analysts to ensure alignment on progress and reporting. Participate in team, vendor, and stakeholder meetings to stay current on scope, cost, and schedule changes. Act as liaison between Project Management Office (PMO), Capital Assets, and other stakeholders. Provide recommendations for continuous improvement in project cost management practices. Manage competing priorities in a fast-paced, complex project environment. Basic Qualifications: Bachelor’s degree in Accounting, Finance, Engineering, or a related technical field. Minimum 10 years of experience in project controls or a relevant discipline. Preferred Qualifications: PMP certification or equivalent (preferred but not required). Experience with midstream pipeline or facility project cost controls. Deep knowledge of project cost control best practices and Earned Value Management (EVM). Strong organizational, analytical, and communication skills. Effective in matrix organizational structures with cross-functional teams. Proficiency in Microsoft Excel and other MS Office applications. Ability to build productive relationships with internal and external stakeholders.
